He asserted that Russian President Vladimir Putin could have declared victory, even partially, if Ukraine’s plans had been known. The minister further praised Ukraine’s information management practices, noting that the offensive in Kursk was kept entirely secret. He encouraged Ukraine to maintain this level of secrecy, believing that it ensures the success of its actions.
