HRW argues that Mongolia, as a member of the International Criminal Court (ICC), has an obligation to detain Putin, who is subject to an ICC arrest warrant for alleged war crimes in Ukraine. The organization highlights that Mongolia has an opportunity to demonstrate its commitment to justice by preventing Putin’s entry or arresting him if he enters the country. This visit marks Putin’s first to an ICC member state since the warrant was issued last year. While the Kremlin has downplayed any concerns, stating that they are not worried and have a positive dialogue with Mongolia, Putin’s visit is expected to include a meeting with Mongolian President Ukhnaa Khurelsukh to discuss bilateral relations and cooperation.
